Trade Mission Baltic Offshore Wind (Estonia/Latvia)

2023 is an exciting year for offshore wind in the Baltic States. With the first tenders due within the next months, the project pipeline includes several offshore wind projects due to be commissioned within this decade, totalling up to 6-8 GW with a potential market value that may reach well over EUR 20bn. The market study ‘Export Markets Assessment for the Dutch Offshore Wind Industry’*) shows that the region offers great opportunities for Dutch industry, especially for transport and installation, foundations, site studies, and R&D services.

As part of our ongoing activity programme focused on offshore wind in the Baltic States, we are now inviting companies to participate in the upcoming trade mission to Tallinn (Estonia) and Riga (Latvia) from 17 to 20 April 2023. After the factfinding trade mission in April 2022 that was focused on getting to know our Baltic counterparts and their requirements, this year’s mission will elaborate on specific projects – and their challenges – that are on the drawing board now.

In Estonia, with three defined 3-4 GW development areas, authorities are about to launch an auction for additional capacity of 3-4 GW in the second half of 2023. Between Estonia and Latvia, the cross-border 1GW offshore project ELWIND has entered the phase of preparatory work in the form of planning, studies, and permitting for the offshore areas. The programme in Riga is centred around the WindWorks conference that brings together experienced international energy experts, stakeholders and policy makers to shape the future of wind energy in the Baltic states.

Preliminary agenda

Monday 17 April

  • Morning: travelling to Tallinn, Estonia (arrival approx. 15:00h)
  • Afternoon: Visit to Port of Tallinn (Port Authority)
  • Evening: Welcome reception & dinner for delegates

Tuesday 18 April

  • Morning: Seminar on project pipeline with local representatives of developers, TSO, policy makers and supply chain
  • Afternoon: Networking/matchmaking opportunity
  • Evening: Travelling to Riga, Latvia

Wednesday 19 April

  • Morning: Participation in WindWorks conference
  • Afternoon: Participation in WindWorks conference
  • Evening: Conference VIP dinner & networking

Thursday 20 April

  • Morning: B2B Matchmaking with local stakeholders (with LIAA) + lunch with local policy makers
  • Afternoon: Travelling to Amsterdam (arrival approx. 18:00h)

Activity Programme 2023

The trade mission is part of a one-year activities programme financed by the Netherlands government with the ultimate goal to set up a Dutch private sector consortium and Partners for International (PIB) programme focused on offshore wind in the Baltic countries. Other activities this year comprise of an incoming visit of delegates from the Baltic countries in May 2023, a trade mission to Lithuania (Vilnius/Klaipeda) after summer, participation of delegates from the Baltic countries in the OEEC event in November 2023 and updating the market study that was performed in March 2021 (due to be issued before summer).

Participation

This activity is open to all Dutch companies active in the Offshore Wind sector with a maximum attendance of two persons per company.
Participation is free of charge and includes local transport, onsite assistance, dinners, participation in company visits and in the WindWorks conference.
Flights, accommodation and out-of-pocket expenses are at your own cost.

NB: Late registrations can still be accepted if the maximum number of participants is not reached after the closing date, however matchmaking opportunities that can be offered (especially for Riga on 21 April) may be limited.
