Regional priority countries
Sub-Saharan Africa is a very large and diverse region with a multitude of energy-related projects and initiatives. The more traditional Oil & Gas related projects are split between existing markets and new (emerging) markets. We hereby highlight three examples of emerging markets on the continent. This is just a sample of what is happening and only focusing on the ‘fossil’ market segment.
Namibia
The Namibian Offshore Oil & Gas industry has rapidly emerged due to successful exploration by TotalEnergies, Shell and a few smaller players in the region. The Offshore sector will require a broad spectrum of services as there are shallow-water opportunities and deepwater projects. Whereas the exploration activities (seismic, drilling ) continue, the first phases of pre-FEED for several projects are starting. The local capacity to provide the required services is close to non-existent but the interest to learn and build a local supply chain is definitely there. Discussions about Local Content and about partnerships have started, with NAMCOR taking the lead as the regulator. The perspective is that in 12-36 months major contracts will be granted. Now is the time to engage and create the position for the members of IRO.
Tanzania
The Offshore Gas projects developed by Equinor and Shell (and partners) are considered among the richest and highest quality Gas resources on the East-side of the African Continent, competing with the major projects developed in Mozambique by ENI, TotalEnergies and Exxon. The projects were shelved for a few years during the former presidency. Since 2021, the opportunities have been promoted under the new government and it is expected that the host government agreements will be signed before 1 st July 2023. In the meantime, the regulatory landscape has been developed and service companies are welcomed, albeit with a few obligations when it comes to local partnerships and contributions to building the supply chain in a sustainable and compliant manner. Since 2022, PURA (regulator) is participating the regional events and attracting expertise and support from more mature Oil & Gas provinces.
Senegal and MSGBC sub-region
Senegal and the sub-region have seen a boost in the Offshore Oil &Gas activities through the initiatives of BP and Woodside (and partners). The delivery of these projects has been under pressure due to the effects of the COVID-19 pandemic, but the first phases of these projects are expected to come on-line in Q4-2023. These are just the opening moves for this market. BP has published multiple follow-up projects and Woodside announced phase 1B and phase 2 of their Sangomar Deepwater development. The market in Senegal and Mauritania continued developing and recently a few new regulatory bodies have been instated. A firmer set of rules and regulations are being developed and the demand for knowledge transfer continues to grow, allowing local companies to grow supported by international partners.
